Since 2014 it has been created under the tripartite conference between the Ministry of Culture and Heritage, the municipality of Guaranda and the Casa della Cultura Nucleo di Bolìvar, as a response to the problem of the good use of free time for children, girls and adolescents in the city of Guaranda and the province of Bolivar, with particular attention to those who find themselves in a situation of risk and in socially excluded areas, through the implementation of musical training skills.
Despite and following the culmination of the aforementioned conference in November 2016, the ORDINANCE REGULATING AND ORGANIZING THE ADMINISTRATION, FINANCING AND FUNCTIONING OF THE SYMPHONY ORCHESTRA AND INTERCULTURAL CHOIR OF YOUTH CHILD OF THE MUNICIPALITY OF GUARANDA-PROVINCE BOLìVAR (OSIJGB) is issued through the Directorate of Community Development and Social Management of the Municipal Decentralized Autonomous Government of the Guaranda Municipality; with the latter, an informal teaching process is extended from the town hall that allows the distribution of musical skills and abilities of children and young people participating in this project.
Since then the OSIJGB has carried out an extended process of instrumental education in the area for boys, girls and young people between 7 and 17 years, thus becoming an emblematic project of the city of Guaranda and the province of Bolivar, acknowledging the effort and dedication in the various shows that were held for example in Guayaquil, Ibarra, Latacunga, Quito, Riobamba, the Binational Festivals of the Infanto Youth Orchestra of Pasto-Colombia, the fortnight of cultural days in Evegem-Belgium and the concert made to the resident Ecuadorians in Madrid- Spain.
